REDMI 3S is in the Xiaomi EOL (end-of-life) list: support has ended, updates are no longer released, it will not receive MIUI 11.

I dunno man, I’ve downloaded and upgraded redmi 3s successfully but it says ‘this device maybe associated with existing mi account’

What dose it means “disabled”? You’ve turned them off or something more?
Try to do hard reset. But first of all you need to replace all your needed data, cause all of them will be erased. There’s a plenty of information about doing hard reset on Xiaomi’s phones.
