The latest Android One update doesn’t necessarily mean it’s the best. Read the reviews on the 4PDA or XDA Developers websites before installing new software update to Mi A3 laurel. If you downloaded Flash File, Full ROM or the latest OTA Update and encounter problems with your device after installation, please write about it in the comments section, quoting the number of the buggy firmware.

How I can migrate to android 11 with the firmware above ? What are the differents steps ?

You can find needed ROM on forums. We are working only with official firmwares. And Xiaomi stricly prohibit downgrade of the ROM.

The links stopped working because the developers withdrew the firmware. Maybe it’s good that you didn’t have time to install it…
